Lishui Advances Efficiency Building Through “Striving with Hard Work, Taking Initiative to Excel” in Depth— A Refreshing Spring Breeze Brings New Vitality

On the afternoon of April 18, with the landing of an Eastern Airlines passenger plane, Lishui Airport successfully completed its test flight, heralding the imminent arrival of the “aviation era” for Lishui residents.

Since the beginning of this year, the whole city has deepened efficiency building under the ethos of “Striving with Hard Work, Taking Initiative to Excel”, promoted the “Six-Striving” ethos (striving with drive, striving with skill, striving with diligence, striving with accountability, striving in unity, striving with integrity) and vigorously advancing “Lishui’s Action”. By proactively adapting to shifts in the economic landscape and implementing a three-year breakthrough initiative for leapfrog high-quality development, Lishui has unlocked new horizons for growth.

Fresh economic indicators released on April 22 for the first quarter show that Lishui’s GDP reached 52.84 billion yuan, a year-on-year increase of 6.7% at constant prices, outpacing both national and provincial growth rates. The city’s steady economic start reflects the “leaping at full stretch to pick the fruit” determination of its cadres and masses, embodying their pragmatic commitment to driving leapfrog high-quality development.

With a spirit of “learning from, catching up with, and surpassing others”, Lishui is racing to boost the economy, secure projects, and spur development. Across the land of Chuzhou, a spring breeze blows, bringing renewed vitality. Departments at all levels have focused on major project construction and ensuring key enterprises achieve full production capacity, striving for a “strong start”. By the end of March, all seven concentrated construction projects had commenced, while 53% of newly planned “Thousand Projects, Trillion Investment” initiatives broke ground in Q1.

On April 9, during Zhejiang’s 2025 Q2 major project launch event, the 3.336-billion-yuan Eco-Naples Smart Factory and Core Ecological Industrial Zone project officially began. Upon completion, it will fully utilize Lishui’s unique natural resources—such as lotus and mushrooms—for value-added development, leading the city’s eco-industry to new heights.

Meanwhile, five newly launched “Thousand Projects, Trillion Investment” projects, totaling 12.8 billion yuan in investment with 950 million yuan allocated this year, have started construction, injecting robust momentum into Lishui’s economy.

As Zhejiang’s provincial party committee has tasked Lishui with becoming a new growth pole in the province’s development landscape, the city is leveraging its resource advantages to build a “5+5” modern ecological economy system with local characteristics. This includes fostering industrial cluster development, green transformation, and digital-intelligent upgrades to cultivate new quality productive forces.

Anchored in leapfrog high-quality development, Lishui is proactively leveraging central and provincial policies while internally optimizing the business environment, nurturing emerging industries, and upgrading traditional sectors. This “dual-engine” approach of external and internal synergy ignites a powerful drive for growth.

Lishui has implemented mechanisms including the “36 Measures for Supporting the Healthy Development of Private Enterprises”, “16 Measures for Empowering the Growth of Entrepreneurs”, “Lishui Instant Response” for enterprise demands, “Lishui Instant Benefit” for enterprise policies, and “Ten Practical Actions to Aid Enterprises”. With the perseverance of long-termism and the patience of “ten years to temper a sword”, Lishui has been nurturing and supporting the healthy development of the private economy.

Yunzhongma “galloped” into the Top 500 Zhejiang Entrepreneurs Nationwide, while “Diao” brand was listed among China’s first batch of Famous Consumer Products.... Such concrete measures have energized Lishui’s private sector, with more “Made in Lishui” products expanding beyond Zhejiang to national markets, becoming a powerhouse for regional high-quality development.

Where government acts, enterprises respond. Amid global volatility, Lishui firms embrace the spirit of hard work and bold responsibility, seizing Belt and Road opportunities and “going global to secure orders” to unlock international logistics channels.

Over 120 local enterprises participated in the 137th Canton Fair, expanding their global network; Yunhe’s wooden toy makers targeted overseas silver-haired markets, with 1,000+ elderly-friendly products gaining international acclaim; Zhejiang’s first fresh moss export permit was issued in Lishui, sending orders across mountains and seas. According to Lishui Customs, Q1 foreign trade hit 10.69 billion yuan (+19.7% Year over Year), ranking first in provincial growth, with robust expansion in EU and ASEAN markets.

Only innovators advance and thrive. Lishui integrates education, technology, and talent reform to build an innovative Lishui, developing new quality productive forces tailored to local conditions. Q1 saw large-scale industrial value-added growth of 11.3%.

By elevating cadres’ ”hard work index”, Lishui boosts its “development index” and citizens’ “happiness index”. As Zhejiang’s sole national key revolutionary old area city, its three-year breakthrough action aims to narrow the “three major gaps”.

Lishui’s cadres and masses have carried forward the work style of striving with hard work, implemented with the “nail-driving” spirit, promoted the sustained and stable growth of farmers’ income with practical and effective measures, advanced the integrated development of “strong city”, “village revitalization” and “integration”, deepened the reform of integrated basic public services across the region, and leveraged opportunities to promote common prosperity in old revolutionary areas - taking these four tasks as the core focus, striving to write a new chapter of high-quality development in the revolutionary old area.

Data show that in the first quarter, the per capita disposable income of all residents in the city was 15,662 yuan, a year-on-year increase of 6.2%. The per capita disposable income of urban residents was 20,373 yuan, up 5.4%; that of rural residents was 8,771 yuan, up 6.9%, 1.5 percentage points faster than the growth rate of urban residents.

1,480 mobile supply and marketing prosperity vehicles have reached over 90% of administrative villages in the mountainous areas of southwest Zhejiang, providing services to more than 30 million person-times last year. “Smart mobile hospitals” and mobile meal delivery vehicles have taken turns to deliver services and warmth; the integrated urban-rural water supply mechanism combining construction and management has achieved “no village left behind, no person missed”, realizing equal-quality drinking water in both urban and rural areas... These public service matrices have woven a “happiness network” covering mountainous areas, turning development achievements into tangible gains for the people, painting a vivid footnote for common prosperity.
